Abstract: บทคัดย่อ การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการบริหารการใช้แหล่งเรียนรู้ตามพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. 2542 ของโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา จังหวัดนครปฐม 2) เปรียบเทียบการบริหารการใช้แหล่งเรียนรู้จำแนกตามตำแหน่งหน้าที่การปฏิบัติงาน ขนาดโรงเรียนและทำเลที่ตั้งของโรงเรียน และ 3) ศึกษาความต้องการใช้แหล่งเรียนรู้ของผู้บริหารโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา จังหวัดนครปฐม โดยศึกษาแหล่งเรียนรู้ที่เป็นธรรมชาติ บุคคล สมาคม สถานที่ หน่วยงาน เทคโนโลยี กิจกรรม วัฒนธรรมและประเพณี ตามแนวคิดหลักการบริหารวงจรคุณภาพของเดมิ่งประกอบด้วยขั้นตอนการวางแผน การดำเนินงาน การตรวจสอบ และการปรับปรุงแก้ไข กลุ่มตัวอย่างในการวิจัยประกอบด้วยผู้บริหารโรงเรียน ผู้ช่วยผู้บริหารฝ่ายวิชาการและ หัวหน้าหมวดวิชา โรงเรียนละ 10 คน รวมทั้งสิ้น 290 คน เครื่องมือที่ใช้ในการวิจัย มี 2 ชุด ชุดที่ 1 เป็นแบบสอบถาม มีลักษณะเป็นมาตราส่วนประมาณค่า 5 ระดับ และชุดที่ 2 เป็นแบบสัมภาษณ์ที่มีโครงสร้าง สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนแบบทางเดียว และทดสอบค่าที ผลการวิจัย พบว่า การบริหารการใช้แหล่งเรียนรู้ตามพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. 2542 ของโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา จังหวัดนครปฐม ในภาพรวมอยู่ในระดับปานกลาง แต่เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการวางแผนมีการปฏิบัติอยู่ในระดับมาก ส่วนด้านการดำเนินการ การปรับปรุงแก้ไข และการตรวจสอบ มีการปฏิบัติอยู่ในระดับปานกลาง ผู้บริหารโรงเรียนและหัวหน้าหมวดวิชา มีความคิดเห็นเกี่ยวกับการบริหารการใช้แหล่งเรียนรู้ในภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โรงเรียนขนาดใหญ่พิเศษมีการบริหารการใช้แตกต่างจากโรงเรียนขนาดใหญ่ โรงเรียนขนาดกลาง และโรงเรียนขนาดเล็กอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 การบริหารการใช้แหล่งเรียนรู้ของโรงเรียนที่ตั้งในเขตเทศบาลกับโรงเรียนที่ตั้งนอกเขตเทศบาลแตกต่างกันอย่างไม่มีนัยสำคัญทางสถิติ สำหรับความต้องการใช้แหล่งเรียนรู้ตามพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. 2542 ผู้บริหารโรงเรียนทุกโรงต้องการใช้ตรงกัน ทั้ง 4 ประเภท คือ แหล่งเรียนรู้ที่เป็นธรรมชาติ ได้แก่ ต้นไม้ อากาศ แสงแดด และดิน แหล่งเรียนรู้ที่เป็นบุคคล สมาคม ได้แก่ กรรมการสถานศึกษาขั้นพื้นฐาน ผู้นำท้องถิ่น ศิษย์เก่า และคหบดีผู้ประสบความสำเร็จในอาชีพ แหล่งเรียนรู้ที่เป็นสถานที่ สถาบัน หน่วยงาน ได้แก่ วัด โบสถ์ สุเหร่าหรือ สถานที่ประกอบพิธีกรรมทางศาสนา สถานประกอบการ มหาวิทยาลัย และแหล่งเกษตรกรรม ส่วนแหล่งเรียนรู้ที่เป็นเทคโนโลยี กิจกรรม วัฒนธรรม และประเพณี ได้แก่ กิจกรรม โสตทัศนูปกรณ์ เทคโนโลยีพื้นบ้าน ตำราเอกสารทางวิชาการ ประเพณีและวัฒนธรรม ส่วนแหล่งเรียนรู้ในโรงเรียนผู้บริหารทุกโรงต้องการใช้ตรงกัน คือ ห้องสมุดโรงเรียน และรองลงมาเป็นสวนสมุนไพร ห้องคอมพิวเตอร์ ห้องปฏิบัติการภาษา ห้องแนะแนวและพิพิธภัณฑ์ตามลำดับ The purposes of this research were 1) to study the levels of the implementation of learning resources according to the National Education Act B.E. 2542, 2) to compare the levels of the learning resource implementation of the schools regarding the administrators’ position, school, size and school location, and, 3) to study the administrators’ needs of the learning resource implementation; namely, nature, people, associations, places, institutes, workplaces, technology, activities, cultures and traditions, based on the Deming’s Cycle of Quality Management, which included planning, doing, checking, and acting. The research sample consisted of 290 school administrators, including directors, assistant directors on academic affairs, and heads of subject sections. There were two sets of research instruments; the first one was a questionnaire constructed in the form of five rating scales, and the second one was a structured interviewing form. The statistics used for analyzing the acquired data were percentage, arithmetic means, standard deviations, one way ANOVA, and t-test. The research findings were as follows: In general, the implementation of learning resources according to the National Education Act B.E. 2542 of the secondary schools under the Department of General Education in Nakhon Pathom Province was at the average level. However, when considered by individual aspects, the learning resource implementation of planning was at the high level whereas the implementation of doing, checking, and acting were at the average level. The comparisons revealed significant differences at the .05 level on the opinions about the implementation between the directors and the heads of subject sections, and so did the implementation between the specially large schools and the large, the medium, as well as the small ones. However, there was no significant difference on the learning resource implementation between the schools located in and outside the municipal areas. For the needs of the learning resource implementation, all the school administrators needed four types of learning resource implementation namely 1) the natural ones, which included trees, air, sunshine, and soil, 2) people and associations, which included local basic educational committees, community leaders, alumni, and successful and well-to-do people, 3) places, institutes and workplaces, which included temples, churches, mosques, or other religious centers, business, universities, and agricultural sites, and, 4) technology, activities, cultures and traditions, which included community activities, audio-visual equipment, local technology, texts, and local traditions and cultures. Additionally, the administrators needed the implementation of internal learning resources in school namely, libraries, herbal gardens, computer centers, language laboratories, guidance centers and museums respectively.
